A growing number of Ponca City residents have voiced complaints about black dust settling on homes, cars, pets, and other property. This includes nearly a dozen complaints filed with the Oklahoma Department of Environmental Quality (DEQ) between February 2024 and February 2026. 

While DEQ investigations are ongoing, the issue has raised renewed questions about the nearby Continental Carbon plant, which has faced past regulatory action involving air emissions at its Ponca City facility.  This includes a nearly $100 million Clean Air Act settlement in 2015 reached with the EPA and DOJ over the company’s carbon black manufacturing facilities, including its Ponca City plant.
